Community Engagement Meeting Strengthens HLP Dialogue in Jilab IDP Camp

Garowe – 19 February 2026

On 19 February 2026, Gaashaan Legal & Consultancy Services, in partnership with the Norwegian Refugee Council (NRC) and in coordination with Garowe Local Government, conducted a targeted Community Engagement Meeting at Jilab IDP Camp in Garowe.

The meeting was designed as a focused and interactive dialogue platform to strengthen community participation and leadership engagement in addressing Housing, Land, and Property (HLP) challenges affecting internally displaced persons (IDPs).

Participation

A total of 23 participants attended, including:

  • 15 women
  • 7 men
  • Community elders
  • IDP leaders
  • Women representatives
  • Youth representatives
  • Camp committee members

Purpose and Strategic Focus

Unlike large-scale awareness sessions, this engagement prioritized structured dialogue between community representatives and legal actors to address real-time protection concerns.

The meeting aimed to:

  • Facilitate in-depth discussions on HLP rights and broader human rights issues affecting IDPs.
  • Strengthen the capacity of traditional elders and community leaders to integrate human rights principles into dispute resolution practices.
  • Promote peaceful conflict management and mediation within IDP settlements.
  • Build trust between justice actors and displacement-affected communities.
  • Identify and register individual legal concerns for follow-up support.

Key Discussions and Outcomes

Participants openly discussed eviction risks, landlord-tenant disputes, informal land arrangements, and barriers to accessing formal justice systems. The session provided a safe and participatory space for community members to raise concerns and seek clarification on legal procedures.

Immediate Results:

  • Improved understanding among community leaders of HLP legal safeguards and due process standards.
  • Strengthened collaboration between Gaashaan Legal and camp leadership structures.
  • Six (6) cases formally registered for legal advice and potential representation.
  • Increased willingness among community leaders to refer vulnerable cases to legal service providers.

Project Framework

This initiative forms part of Gaashaan Legal’s ongoing Legal Aid Outreach Project implemented in partnership with NRC and funded by European Civil Protection and Humanitarian Aid Operations (ECHO), which aims to promote justice, inclusion, and protection for displacement-affected communities in Garowe.

Through sustained community engagement and legal support, Gaashaan Legal continues to strengthen access to justice and protection for vulnerable populations.

Community Engagement Meeting Held at Jilab IDP Camp – Garowe | 19 February 2026

Today, Gaashaan Legal & Consultancy Services, in partnership with the Norwegian Refugee Council and in coordination with Garowe Local Government, conducted a Community Engagement Meeting at Jilab IDP Camp.

The session brought together 23 participants (15 women and 7 men), including elders, youth representatives, women leaders, and camp committee members, to discuss Housing, Land and Property (HLP) rights and eviction risks affecting IDP families.

During the dialogue:

✔ Community leaders strengthened their understanding of legal safeguards against forced eviction
✔ Peaceful dispute resolution approaches were promoted
✔ 6 legal cases were registered for follow-up support

This activity is part of our Legal Aid Outreach Project implemented with NRC and funded by European Civil Protection and Humanitarian Aid Operations (ECHO), working to promote justice and protection for displacement-affected communities in Garowe.
